Introducing Sport & Recreation Foundations (Level 3)
A clearer, more practical starting point for the sport and recreation workforce.
Te Mahi Ako is pleased to launch Sport & Recreation Foundations (Level 3) — a refreshed programme designed to better support people working in sport and recreation across Aotearoa.
The programme replaces the previous Sport, Exercise and Leisure Operations (SELO) Level 3 programme, with a clearer name and a more streamlined learning experience.
While the programme has evolved, the qualification outcome remains the same: the New Zealand Certificate in Sport, Exercise and Leisure Operations (Level 3).
Built on industry feedback
The refresh responds directly to feedback from employers, assessors, and learners.
One of the key challenges identified was clarity. Many people didn’t understand what “SELO” meant, or how the programme connected to their day-to-day work.
Sport & Recreation Foundations addresses this by clearly positioning the programme as an entry point into the industry, with a strong focus on real workplace capability.
Learning that reflects real work
The programme is designed to be completed in the workplace, allowing learners to build skills while they are on the job.
It focuses on three key areas:
- Understanding the sport and recreation environment, workplaces, and communities
- Working safely and responsibly
- Working professionally with customers and teams.
Rather than relying on one-off assessments, learners demonstrate their capability over time — reflecting how work actually happens in real environments.
Building confidence where it matters
At its core, the programme is about confidence.
Learners develop the ability to:
- Understand their role and responsibilities
- Communicate effectively with customers and colleagues
- Apply health and safety practices consistently
- Contribute positively to their workplace.
This creates more capable individuals and stronger teams.
Supporting employers and workplaces
For employers, the programme offers a practical way to build capability across their workforce.
It can also be used as a structured staff induction programme, helping to ensure:
- Consistent expectations
- Strong health and safety awareness
- A more professional and confident workforce.
A foundation and a pathway
Sport & Recreation Foundations (Level 3) provides a strong starting point for people entering the industry.
It also connects to further development opportunities, including pairing with Aquatics Level 3 to create a broader 80-credit pathway combining core workplace skills with technical expertise.
Now open for enrolment
The refreshed programme launches on 10 April 2026 and is now open for enrolments.
